Serhiy Tokarev, an entrepreneur and co-founder of Roosh, outlined a strategic vision for the development of the AI market in Ukraine. In his article for Forbes Ukraine, Tokarev emphasizes the need for high-quality technical education, strong collaboration between industry stakeholders, and minimal regulatory restrictions to foster growth and innovation in the sector.

Roosh, in cooperation with the AI HOUSE community and with the support of the Ministry of Digital Transformation of Ukraine, conducted a comprehensive study of the artificial intelligence ecosystem in Ukraine. The results are encouraging: Ukraine ranks second among the countries of Central and Eastern Europe in terms of the number of AI companies.

One notable success story is Zibra AI, a deep technology portfolio company at Roosh X. Zibra AI, which simplifies game development with AI, has a user base of over 116,000 developers worldwide. In 2023, the company attracted $500,000 in investment from the Speedrun accelerator launched by a16z, highlighting Ukraine's growing influence in the AI sector.

Despite these successes, the technology industry in Ukraine faces significant challenges due to the ongoing conflict. The war led to a significant brain drain and many technical specialists moved abroad. Tokarev emphasizes the need to improve technical education in Ukraine to mitigate the drain of talent. However, the industry is hampered by a lack of qualified teachers and insufficient funding. Many technical experts prefer industry roles to teaching roles, and educational institutions often find it difficult to secure independent funding.

The war also reduced venture capital investment in AI projects. Investors are cautious due to increased risks, which affects the growth potential of Ukrainian AI startups. Serhiy Tokarev claims that solving these issues is vital for the technological and economic future of Ukraine.

High-quality education is critical to developing a competitive AI workforce. Tokarev advocates AI programs that provide training in both technical and soft skills. Effective communication, organizational skills, and hands-on experience are essential for AI professionals to succeed in today's job market. Some Ukrainian universities have begun collaborating with tech companies to better prepare students for the demands of industry.

Creating platforms for collaboration between academia, business, and government is also essential to technological progress. The importance of events and initiatives that promote interaction between these sectors, contributing to the development of an ecosystem that supports innovation and growth.

Regulatory flexibility is also a key component of Serhiy Tokarev's vision for the Ukrainian AI market. This will attract global companies to develop and test their AI innovations in Ukraine, which will increase the country's position in the global AI market.

The Ministry of Digital Transformation of Ukraine is already working towards this goal by developing a roadmap for AI regulation. The plan prioritizes collaboration between the government and AI companies, allowing new technologies to be developed and tested.

Serhiy Tokarev's strategy for promoting the AI market in Ukraine focuses on three main areas: improving technical education, promoting cooperation between industry stakeholders, and enforcing flexible rules.

By addressing these areas, Ukraine can overcome its current challenges and position itself as a significant player in the global AI industry. The urgency of these actions cannot be overstated, as the country’s victory in the war and its future economic prosperity depend on its ability to advance technologically. Through these efforts, Ukraine can not only recover but thrive in the competitive global AI market.
