The Ministry of Historical Defence's in town?

What on earth was happening in town this weekend. It seemed that the Ministry of Historical Defence were here to reassure us that everything was OK and not to panic... panic about what?? History? I feel a lot of things about Exeter's History, but afraid surely isn't one of them. Can anyone shed any light?
