Former Devon County Councillors to become Honorary Aldermen

Seven former members of Devon County Council have been bestowed the title Honorary Aldermen, at today's Full Council meeting.

They include:

Mrs Brenda Taylor, elected to the Devon County Council in 2001 for the Exmouth Brixington and Withycombe Division, serving until 2013.

Brenda served on numerous committees, including Audit, Appeals, Farms Estate and Public Rights of Way, and the People's and Health Overview Scrutiny Committees. She represented the County Council on a wide range of outside bodies including the Devon Sea Fisheries Committee and various school governing bodies.

Brenda was Chairman of Devon County Council for 2007/8. Her other roles have included former Chairman of the Procedures Committee in 2007/8, Executive Support Member for Social Care in 2008/9 and Devon County Council Equality Champion during 2005/9. Brenda is a Member of East Devon District Council and was Mayor of Exmouth Town Council between 1998 to 2000.

Mrs Christine Marsh, elected to the Council in 2001 for the Okehampton Rural Division, serving until 2013.

Christine served on committees including the Standards and Procedures Committees and on the Policy Overview, Children and Young People, Community Services, Health Overview, and Place Scrutiny Committees. Christine represented the Council on bodies including Dartmoor National Park Authority, Duke of Edinburgh's Award Committee, the Devon Historic Buildings Trust and the Meldon Viaduct Trust.

Christine chaired the County Council in 2010/11. Other roles included former Chairman of the Procedures Committee in 2010/11.  She is a Member of the West Devon Borough Council and is currently Deputy Mayor. Christine was Mayor of Okehampton Town Council between 1998 and 2003.

Mr Philip Cook, elected to the Council in 1993 for the Teignbridge South Division, serving until 2009.

Philip served on committees including the Highways and Transportation, Public Rights of Way, Development Control, and Devon Authorities and Waste Reduction and Recycling Committees. He was also a member of the Community Services, Economic and Environment and Overview Scrutiny Committees.

On external bodies, Philip represented the Council on the Dartmoor National Park Authority and Devon Sea Fisheries Committee.

He is a former Chairman of the Devon Authorities Waste Reduction and Recycling Committee, and Executive Support Member for Improving Green Performance in 2005/9.

Mr James Trevor Pennington, elected in 1989 for the Totnes Rural Division, serving until 1993 and again in 1997 until 2001; and the the South Brent and Dartington Division in 2005, serving until 2013.

Trevor served on Audit, Development Management, Education, Arts and Libraries, Transport Appeals, Gypsy and Travellers, and Investment and Pension Funds Committee. He also served on People's, Corporate Services, Policy and Resources, Health and Wellbeing, Children and Young People's Scrutiny Committees.

Trevor also represented the Council on a wide range of outside bodies including the Dartmoor National Park and School Organisation Committee.

He is a Member and past Chairman of South Hams District Council.

Mr Michael Lee, elected to the council in 1989 for the Crediton Rural Division serving until 1993, and for the Bradninch and Creedy Division in 1999 serving until 2013.

Michael served on committees including the Farms Estate, Appeals, Economy and Environment, Environment and Countryside, Social Services, Standards, Public Rights of Way and Registration Committees. He also served on the Economy and Environment and the Social Affairs and Health Scrutiny Committees.

Michael was Vice-Chairman of the County Council in 2003/4. Other roles have included former Chairman of the Mid Devon Highways and Traffic Order Committee, and Vice-Chairman of the Farms Estate Committee and the Smallholdings Sub-Committee.

Michael is a Member and past Chairman of Mid Devon District Council.

Mrs Saxon Spence, CBE (main picture), was elected to Devon County Council in 1973 for the Exeter No 6 Division serving until 1977, and again for that Division in 1981 until 1985.   From 1985 to 2005, Saxon served on the Council for Pinhoe and Whipton (Exeter) Division, and then until 2013 as local Devon County Councillor for Pinhoe and Mincinglake (Exeter).

Saxon served on numerous committees including Policy, Executive, Education, Arts and Libraries, Social Services, Procedures, Strategic Planning and International Affairs, County Awards Committee, and on the Resources Sub-Committee.  She was also on the Overview, Policy and Resources, Children and Young People, Lifelong Learning, Community Services, Social Affairs and Health, Corporate Services and People's Scrutiny Committees.

Saxon represented the Council on a wide range of outside bodies including the Devon Local Admissions Forum, the School Organisation Committee, the Devon Standing Advisory Committee for Religious Education, the Association of County Councils and its Education Committee, the County Councils Network, the Conference of Local Education Authorities, the Assembly of European Regions, the South West Regional Assembly, The University of Exeter Court and Council, Exeter College, the Northbrook Community Trust and Board of Managers and various School Governing Bodies.

Her roles included Executive Member for Lifelong Learning, 2003/5; former Chairman of the Exeter Committee and various Scrutiny Task Groups; Chairman, ACC Education Committee; Chairman of the South West Local Government Association; and Chairman of the JNC for Youth and Community Workers.

Saxon was awarded Commander of the Most Excellent Order of the British Empire in 2000.

Sir Simon Day, elected to the Council in 1964.  He served continuously for the Modbury Division until 1972, for the Modbury and Salcombe Division from 1972 to 2005 and the Thurleston, Salcombe and Allington Division from 2005 to 2013.

Sir Simon served on numerous committees and represented the Council on a wide range of outside bodies.

His many roles included Chairman of the County council in 2001/2, Leader of the Council in 1991/93, Chairman of the Policy Committee, Chairman of the Performance Review Committee, Chairman of the Finance Committee, Chairman of the Audit Committee, Chairman of the Devon Audit Partnership, Chairman of the Devon Sea Fisheries Committee, Chairman of the Governors of Bicton College of Agriculture, Chairman of the Association of the Sea Fisheries of England and Wales, Member of the Government Salmon Advisory Committee appointed by the Secretary of State, Member of the Association of County Councils, Chairman of the Police Committee of the Association of County councils, Chairman of the South west Regional Assembly, Conservative Leader and Vice Chairman of the Association of County Councils, Chairman of the Devon and Cornwall Police Authority in 1991/92, Member of the Committee of the Regions of the European Union, 1993-2013, appointed by the Cabinet Office, Member of the Local Government Association European and International Board, 2012, High Sheriff of Devon in 1999/2000, and Knight Bachelor, 1997.
