New waste policies for developers

Devon County Council is preparing guidance on the implementation of the county’s new Waste Plan.

Following adoption of the Waste Plan in December, it now forms part of the Development Plan for Devon and is to be considered when determining all planning applications in the county.

Planning applications for housing and commercial development will rely on other organisations, such as district councils and developers, to comply with the plan’s policies on waste prevention, collection and storage infrastructure, and the protection of waste management capacity.

The guidance in the supplementary planning document is being prepared to assist organisations on how to successfully deliver the vision of the document.

The new guidance will help developers preparing these applications, and the district councils responsible for determining them, in assessing the waste management implications.

Councillor Jerry Brook, Chairman of Devon County Council’s Development Management Committee, said: “All forms of development generate waste during their construction phase as well as when they are occupied. We are keen to reduce the amount of waste that is generated in Devon by new development while also maximising the proportion of waste that is recycled. Our new guidance will help in achieving these aims.”

An initial consultation on the scope of the guidance is underway and the County Council is inviting comments by Friday 20 February 2015. A further consultation on the draft guidance is due to take place in April or May.
