East Devon District Council Leader Paul Diviani has led the tributes to Honorary Alderman Barry Willoughby who died recently.
Mr Willoughby was elected to the District Council in May 1984 and represented Exmouth Littleham Urban Ward.
He was the Council’s Chairman for two years from 1995 and served on a number of Council Committees including Planning, Policy, Housing, Exmouth Town, Tourism and Transportation and Environment.
He was Vice Chairman of the Planning Committee from 1997 until 1999.

Mr Willoughby also served as a Devon County councillor and was Chairman of Exmouth Town Committee - the precursor to Exmouth Town Council.
Cllr Paul Diviani, Leader of East Devon District Council, said: “Whilst not one to suffer fools gladly, Barry was always a gentleman and as a newcomer to the council in 1999, was happy to help me understand how the council worked in its many manifestations. And he had a wicked sense of humour! ”
Mr Willoughby’s funeral is at 2pm on Tuesday 12 January at Glenorchy United Reform Church, Exeter Road, Exmouth.
