Inspectors identify ‘notable strengths’ during OFSTED residential assessment at Bicton College

Bicton College has had more reason to celebrate after achieving a ‘good’ grade in a recent Ofsted Care Standards inspection. This happens every four years and looks at the residential provision offered to students; aspects include the quality of service, outcomes for young people, the management system, and safeguarding measures.

Bicton College offers on-site residential accommodation to approximately 250 students, with a small number of off-site lodgings. The inspection was carried out under the Care Standards Act 2000 to assess the effectiveness of the service and to consider how well it complies with the relevant regulations and meets the national minimum standards.

The College was given an overall grade of good, with a number of notable strengths identified.

Bicton College has made significant improvements since the last inspection in 2009. It was noted that the residential provision is well organised and managed, with the staff bringing a wealth of experience and enthusiasm to their work, resulting in students receiving a good quality service. Improvements have also been made to the quality of accommodation, the communal environment and the development of the student services team; increased training means that staff provide ‘excellent pastoral support’. Inspectors also commented that Bicton’s students experience an inclusive and welcoming environment regardless of their differing needs and beliefs, and the well-being of every student is taken seriously.

Inspectors were impressed by the promotion of the student voice on campus; students work alongside staff to ensure that their views are heard and implemented. As a result changes have been made in areas such as disciplinary procedures and catering requirements. Residential students are active members of the college council and confirmed to inspectors that they have ‘a genuine say in determining the direction of the college and any future developments’.

Inspectors spoke to a large number of residential students and they all rated the college highly, with some rating it exceptional. Animal Management student Jacqueline Phipp says ‘I have made a great group of friends here at Bicton. There is a diverse range of activities available and staff are always open to our suggestions’. Enrichment activities and tutorial programmes complement academic studies, with schemes such as healthy eating, human rights and road safety giving the students a greater understanding of concepts useful to their general well-being.

College Principal David Henley commented: "This is a great result for both the student services team and the college as a whole. Our staff have worked hard to create a welcoming and safe residential environment and this is reflected in the report. It recognises the professionalism and dedication shown by the team in ensuring each student has a good residential experience, and that the students themselves are proud of their college and really feel involved."
