The M5 is currently gridlocked on the north-bound carriageway between Junction 29, A30 (Exeter) and Junction 28, A373 (Cullompton) because of a multi-vehicle accident.
Witness Drew Aspinwall told the Daily a number of emergency vehicles were in attendance and that the scene was chaotic.
The crash happened as Exeter was lashed by heavy rain, hail and strong winds.
Gusts of more than 45mph are forecast for later today and with more wet weather also expected. Drivers are being warned to take extra caution.

A woman has died from injuries she suffered in a crash on the A35 in Devon.
Two other people are in a critical condidtion in hospital.
A Honda car from the Dorset area and a Vauxhall Zafira from The Isle of Wight were involved in the collision. As a result a 46 year old woman from the Isle of Wight received fatal injuries. Police are appealing for witnesses after a man died following a collision near Barnstaple.
John Spurling (pictured), 58, from Barnstaple, who was driving the car invovled and was the only occupant in the vehicle, died at the scene.
The car collided with a hedge and rolled on the B3232 between Charlacottt Cross and Prospect Corner near Newton Tracey at around 11.30am on Sunday 24 January.
The car involved was a blue and red DRK, a two-seated and three-wheeler open-top vehicle. No other vehicles were involved in the collision.
